The Path 15 project, encompassing an 84-mile stretch of 500kv Transmission Line connecting Southern California with the Northern region, was a $300 million upgrade to the state's main power artery financed by Western Area Power Administration (WAPA), a Federal agency, Pacific Gas and Electric Company and Trans-Elect New Transmission Development. The project represents the first time a public-private partnership was formed to improve the electrical transmission system in California.
Lovett Silverman was retained to assist the contractor in the preparation of 10 Requests for Equitable Adjustment (REA), totaling over $10 million. As part of the assignment, Lovett Silverman was responsible for assembling and collecting all supporting documentation for the REAs, preparation of exhibits and quantum analysis, authoring methodology narratives and presentations, and, ultimately, for participating in negotiations with WAPA.
